The issue tracker pulls information from our JIRA work tracking system and displays it within the Totara Community. The reason we have done this is to ensure that you can access tickets from a range of different projects in one simple location. 

Any bug reports submitted via the helpdesk, if recreated and submitted for fixing, will appear in the public tracker. You can learn all about how to raise a helpdesk ticket here.
